Similar situation to joeh, except in my case the application was made by somebody who had stolen my identity - my bank are satisfied with this and have re-credited my account and then obviously re-claimed the money from Power Loans who are now hounding me for the money although they must have agreed with my bank in order to pay them back.
I receive intimidating calls from an Indian call centre and they have told me to pay the money which they will refunc if their investigation proves that I was not the applicant - I DON'T BELIEVE THAT THEY WILL INVESTIGATE ANY FURTHER IF I AM STUPID ENOUGH TO PAY UP, the onus will then be on me to prove a negative.
They do not leave any contact details for me to call them back when they leave the messages.
As I wasn't the original applicant I can't say for certain if the scam was carried out in exactly the same way but the description that joeh gave fits the situation that I have found myself in
