They Charge Food Container Weight

They have a buffet food charge by weight.in my knowledge, when they weight the food and charge, they are suppose to take out the weight for container but they charge together. The food was 7.99 / lb with tax, so they were charging about more than 70 cent for empty container with tax. I saw they had the sticker for consumer affair inspection but looks like they don't care for what they are doing. And I noticed a lot of drink has no price on it. And seems different cashier charges different price for same item. I am actually not sure if they have to put the price there or not, but it seems it is very confusing by doing that.
