Just tip the guys & we won't charge you?

Something very strange is going on at the Jiffy Lube in Ft. Collins, Co at the intersection of College and Drake. A fast-talking mechanic told my daughter she needed synthetic oil, a new brake light, a new air filter, and her antifreeze topped off. She sent him over to talk to me and he said he wouldn't charge me for the anti-freeze or "about $18 or $19 worth of stuff if I'd just tip the guys a couple of bucks." I knew that she needed the antifreeze and air filter so I told him to go ahead and do those things and fix the brake light. I told my husband this "tip the guys for a discount" thing sounded fishy so he went to pick up the car instead of my young daughter. When he arrived, the work order showed only the regular oil change was done and nothing else. No brake light, no antifreeze, no air filter. Nothing else was charged to him either, but he didn't "tip the guys". So did they do those things expecting to get an under-the-table cash payment that they wouldn't report to the owner or IRS? Or didn't they do them? The antifreeze was full and the brake lights worked when we picked the car up, but I don't know if the light was bad to begin with. No idea if the air filter was changed or not. I guess I should have my husband go check that. Anyway, very weird to be asked for cash to fix things that didn't show up on the receipt. There's a scam here somewhere!
