Hal Cox I am unemployed

I have been unemployed since 06. Up until this point I had been trying to repay my student loan with whatever means i could, in the end I was only able to pay 20.00 a month. Since June I have applied for unemployment and have been trying to pay just the basics (utilities, food, gas, etc) while looking for employment. I just received a letter from DCS stating I had to repay the entire amount within 30 days of the letter (46,200.07) and if I do not pay this by the date asked, I will further be responsible to pay DCS an additional 10.13% of the outstanding principal and interest balance of my "defaulted" loan. They have given me no other options here. Is this legal?
