Ripoff, Told me I was getting a secured credit card for 299.99

I was told that I was going to recieve a secured credit card with a 5,000 dollar limit. When I didn't receive that card I submitted a written request to their company for my money back. The refund was suppose to take up to 10 working days. It has been over a month now.
