Looking at my return confirmations I noticed the following:

All the items came in one plastic bag envelope, so it appears that I was charged twice for one shipment. Genie Bra's customer service said that the Post Office forces them to pay $25.98 Per ITEM in the one bag [i.E. $51.96 to ship a 2 lb. Package]. She offered me a credit of $12.99 so I took it rather than argue with her that those shipping charges were bogus.
