Game Fraud

I asked for a game ticket at Albertsons for their current prize/bingo game. The game board specifically says right on the front of it that no purchase is necessary for a game piece. I bought some milk yesterday morning and asked the cashier for a game piece and she refused to give me one. She claims that since milk is a government regulated item, it is not included as a relevant purchase. I feel that this is a big scam and that this specific store is full of rude managers that play favoritism. This store is located in Cody, WY and the "very" rude cashier's name is Trudy.
