Being Scammed

I received a Horizon Gold Card on 4/13. I was lead to believe that this card was a credit card with a $500 dollar cash limit that Horizon issued to people to re-build their credit. I agreed to the monthly fee. Once I activated the card, I found out that it was for the Horizon shopping outlet. This is not why I ordered this card. This company has many, many complaints on line. I have an address, and I have written to them several times to cancel my account, but they keep debting my Visa card every month for almost $30 dollars. I can't even find out who the CEO/President is? Is it a secret? Please Help me.
