New rip off!

I have been recently ripped off by a unknown bank called First National Credit (FNC). The deal was, I pay $37.00 or $43.00 for rush, and I would recieve 15,000.00 on a credit card with them. THe first 12 months, no interest, then the interest rate moves up to a fixed 8% interest rate. I have been waiting patiently for the card to arrive since early November. I sent out a check for the $43 dollars rush. The check was indeed cashed, by a bank in portland, Oregon. I have been trying to contact the FNC, but I am having a difficult time contacting them, for there is no "good" number for the "bank". I am going to search for a fraud investigator to find these theifs and put a stop to them. If anyone out there is with me, please e-mail me at the following address: bollinger40@hotmail.com.
