Refund

Willow TV is a subscription service providing live coverage of sports events to subscribers. I had subscribed to the Willow TV service for the Cricket World cup 2011 event (by paying subscription charge $64.5), however soon I realized that my internet is too slow to stream live games. Hence I requested Willow TV to refund my subscription fees and cancel my subscription. Please note that the sporting event I had subscribed for was still to undergo.

Willow TV chose to respond very slowly, they asked me for proofs / tests like the speed of my internet, giving me another link to check if the streaming is satisfactory, etc. Even after writing them back with all the proofs they asked for, willow TV didn't respond for a whole month. After a month, they agreed to refund but then again there has been no word from there, neither have I received the refund. I think willow TV are purposely keeping quiet about this, their customer care simply does NOT reply to my emails anymore. I have verified that their emails dont go to my spam folder so I am very sure that they have stopped responding.

Being a consumer in California, is there any way I can take necessary action again this type of disservice to consumer?
