Unfair Charge

My car was repossessed on the 14th Feb. I was issued three parking tickets dated 15th, 16th and 17th Feb. I immediately registered a complaint, and was told in three separate letters that the ticket for the 15th and 17th were not my fault so I was not liable. However the ticket that was issued in the middle, 17th was my responsibility and I have to pay the city$ 60.00. If you could, I would appreciate any help you could provide. I was told if I disagreed I had to file a civil suit against the city. It cost anywhere from $100.00 to $200.00 dollars to file a suit. Why would anyone pay $100.00 for a suit to recover $60.00?
