Breached my financial info & stole $192.08 $1.92 card fee Alabama USA Beijing

Only by checking my banking account by phone did I know that on 2/9 a "pre-authorized" deduction of $192.08 & $1.92 card fee USD had been taken from my account. I have no other info than Deckers Outlet/Beijing China had made the deduction and collected it from my account. I have never heard of them and have not indulged in transmitting financial info on my secured pc except ordering my medicines from Ed & More RX for more than a year thru VISA verified secured except for last transaction was thru Ttopay of which I cannot contact. This would be the only entity that could have breached all the info. If any answers as to getting my money back, please advise.
