Where does all the money go?

In the summer of 2002 our city shut down the public pool. They reveled plans to build a huge indoor pool that way we could finally have a swim team here in town they said they knew it take away the pool for a summer from the kids but everyone would love and enjoy the new huge indoor pool. Well in the summer of 2003 sure enough they opened a new pool which looked alot the the old pool with a new slide it was outside just like the old pool no indoor pool but all the money for the new indoor pool was gone.

So where did the money go? Why did the city shut the pool down for an entire summer taking it away from the kids? Mind you we live in a small town with nothing for kids or teenagers or young adults to do and no im not complaining im married with a newborn so it doesnt effect me this way or that but i do see people it does effect. The kids used to go "cruising" but the police started giving hefty tickets for that.

It is illegal in our town to drive down one side of the road turn around in an abandoned parking lot and drive up the other side of the road.interesting huh? Kids cant hang out at the mall any more they get arrested or fined if they havent bought any thing from the mall its "loitering" what are kids supposed to do for entertainment/fun?
