Why is Final Loan Modification Delayed? - Chase Home Affordable Modification Program

I was sent a letter and final loan modification agreement by Chase stating I am approved for a loan modificaton. I sent back the signed agreement. It has now been over two months and I am waiting for Chase to take my final loan modification out of draft status and into maintenance of the loan modification. This is what the phone Reps. Of Chase are telling me needs to be done. No one can tell me what is causing the delay.in the mean time the Chase Collections Dept. Is sending me letters of default since I am paying what the loan modification program has told me to pay, not the original monthly loan amount. I spoke to the collections dept., they said I am considered in default until the modification is finalized. I need help... What can I do, who do I contact? Who can help me with this?
