Scammed me out of $ 268.50 - now phone number does not work from area

Sent 3 checks totalling $ 268.50 to Publishers Billing Service for a renewal to People Magazine. My subscription with the magazie expired although I had paid $268 to continue. I called this company in early October and they stated I was due for refund however they would have to charge a $25 fee for cancellation. I just wanted my money, so I agreed. They stated it would take 6-12 weeks to process. I have moved and had notified of my new adress for the refund. Still have not received a refund as of December 22.
