Rob Stevenson Billed for product that was to be sample at no charge

Received call from Rob wanting to sell me a chemical to coat sewer pipes to eliminate clogs. Told him if he could provide something to prove his claim I could have an interest but since it was to be put down the drain and underground I could never be sure if it helped or not. He said he would send a free sample to which I reiterated that I was not ordering anything and would not be paying for anything but if he wanted to send a free sample I would try it.

Today I received a bill from the manager to the apt complex for $131.16 which will not be paid. I called their phone number and went directly to voice mail (surprise, surprise) and told them either Rob was lying to them or they were a ripoff company and I would not be using their product or paying.
