Ripoff/scam/taking money out of my account without telling me

I received a phone call saying that I had been approved for a Master Card with a $5,000 limit, all I had to do was pay a processing fee.

I was never told about a monthly charge of $12.95, and when I received my card all i had on it was $10. Why would I want to pay to have credit?
