Proposal to stop the false reports that destroy families

I have now had 2 false reports called in on me and the mother of my children. The second and current one only found its way because the reporter was a coworker at the time the first case was causing the chaos in my life and he was stuck in a car 5 hours a day so knew most of the details of the first case and how my girl's ex-was able to manipulate the system to get out of child support and other reasons, but to trick the system by using its weaknesses. So 3 years later this second reporter and I have a falling out and being an immature 10 years younger decided to use the same blueprint to cause the same level of chaos he wittnessed us go thru the first time. Ok, I understand the need for protection of the people that report the cases because the system is counter productive if people are not allowed to act when they seriously think they are trying to help the child out of a bad situation. The problem is that there is no system designed to stop people from doing in strickly out of malice. I propose the following. No annonymous reports allowed.

Still protect the identity of the reported to a certain degree, but make them really stop and think about how much they believe it to be true when reporting. Maybe impose a $500 fine if after investigation it turns up untrue. Give that money to the family that I promise went thru more than $500 in agony and most likely own personal financial investment to prove their name clean. If a second false accusation is made by somebody then harsher penalties should be put in place. Put some type of system that makes people more hesitant to try and simply "get out of child support" or "make them pay for some damage they felt was done to them by a coworker" and the hundreds of other dumb ass reasons that people so effortlessly destroy families out of improper motives. My idea may have many flaws, but my goodness start doing something to stop it. Unless that old mighty dollar is a motive for not doing anything at all for the CPS side. Please let me know what you think and its ok to be harsh if you disagree. I know how I feel and that is because I am going thru this a second time now and am out a lot of money thus far, and when all is said and done, I can't even find out the reporters name. That is almost saying "hey, we wont tell you that you may have a "friend" that you trust that will do it again so you can at least know who to stay away from in the future after proving yourself innocent the first time. That sucks.
