APS Delinquent Practices

Because we have been delinquent - not paying in a timely manner, APS now requires us to pay a deposit of $238. They will not even allow us to pay the deposit in payments. If we had that much in a lump sum, we would not be late in the first place. Our payments maybe late, but always paid. Most other utilities will add on a small late fee, like $5-10. How does it help the economy if we do not have power in order to do our jobs, cook our food, etc? I believe their monopoly in electric power is behind this practice unless we speak up.
