$300 loan denied

I applied for a $300.00 (three hundred) loan online here in NE Columbus Ohio and was subsequently denied. The reason i was given for the denial is because i don't meet their lending criteria. I needed the $300 for food, etc. Because i drained my savings account do to i had to pay $3400 on a vet bill to have surgery done on my dogs' hip displasia. I was in between paychecks and this would have held me over until my next paycheck. After that, things would be normal again. I have a credit rating of nearly 740. The bills i have are my mortgage, equity line, car payment, and credit card. Lets assume for a moment that the interest rate would have been 20% (pretty high for a credit rating this high) the monthly payment would have been $30 a month for 12 months. Are they questioning my ability to handle that? This would have been paid off no later than next months tax return refund.
