Ripoff, scammed by girl selling magazines

My husband thought he was doing the right thing by getting me a magazine on cats. My husband was stopped by a girl selling for her school. Said he will be receiving the magazine within 3-6 weeks. It's November now. At that time it was September. He paid by cash not credit card. At least she doesn't have our number of the credit card.

How can they get away with that? Too much scam out there. He won't make the same mistake again. There has to be a way to put a stop to this.

In the mean time my husband is going to file a complaint at the police station. He has a description of the girl. Would like to get refunded. Money doesn't grown on trees. It's hard to make a living out here. Scam artist are making all the money.
