Fraudlent activity

I found out a family member used my childrens SSN to help pay for her house energy bill. I only found this info out because I needed their assistance to help with my apartment bills. I have talked to CEDA about this problem and I was told that I couldn't use MY OWN children on my application because my family member (lets name her ED) had already used their SSN on her application. Now one would think that if someone caught giving fraudlent information would have some kind of consequences and the one that was a victim of this should not be the one suffering its consequences. CEDA has told me that nothing can be done and that I should report identiy theft. I go to report this and I'm told that CEDA has to investigate which they have decided not to do! So im the one sitting here writing this because I cant get help from law enforcement or CEDA. Each department sends back to the other department with the same qquestions still un-answered. If anyone knows who i can talk to settle this problem please e-mail me!!!
