Check cashing - customer service

I watched the advertisement on television. It said walmart stores will cash payroll checks for $3. So, I went to walmart located on carson and cherry av in long beach ca. They happily cashed my payroll check and charged me two dollars. I was satisfied with the service so I went back the following week to cash my payroll check at the same location. And they refused to cash my payroll check. When i asked for an explanation the clerk said we just cant do it! A neighbor of mine has the same complaint. Yet, she was at a diffennt location (fifth st. Dwntwn LB)
so whats the deal guys?
Do you cash payroll checks like your tv advertisment says or dont you?
I would like an explanation ASAP
