Charged me for A business opportunity with a guarantee, but no guarantee exists!

I received a phone call from this company after I filled out a form with a GUARANTEED income opportunity. I had to pay $595 for the CD with the fool-proof way of making money. If i followed the steps correctly (which i did) i would be making income online in 30 days or a they would give a full refund. After 90 days, no refund. After 120 days no refund. No one even picks up the phone, answers the emails, and know their website is down.
