Ripoff by phone misleading Card is for catalog only

I got a phone call leading me to believe that I was getting a credit card. I even asked the person if I could rent a car with it to make sure it was a credit card. See we were going on vacation and wanted to rent a car went let them take out 200.00 out of our checking account and didn't even get the card until we got home to find out that it was a catalogue card we could only charge items out of magzine. Then we get a bill for more money and didn't even charge anything.
