Cannot receive texts from non-AT&T phones - texting

Since porting two phone numbers from AT&T, these two numbers can send texts, but can only receive them from other AT&T phones. We do not receive texts from friends with Verizon or T-Mobile service. I have opened several tickets with TracFone who just says 'since you are getting some texts, it must be working'. I tried AT&T and Verizon who both say they can't help me, since I dont' have their service. Doing multiple google searches, I have found other people with this same issue and the common denominator is that their numbers have been ported. Some people have gotten them fixed (but not from TracFone customers). They never say how, though. This seemed to be a common problem for new iPhone users who ported their numbers to AT&T. I tried to talk to c/s rep from AT&T about how they fixed those iPhone users, but he said 'they don't have a database of past problems'. Oh, brother.
