Provell Inc unauthorized credit card / debit from my checking account

I noticed a deduction of $24.95 from my bank account, showing that a company by the name of WC Value Plus used my credit card info to initiate this deduction electronically. How in the world can this happen? I thought FRAUD is a crminal action. I ask that MN's governor take action!
