Hospital Rip Off, How Can They Get Away With This? - Emergency Room/Billing

I recently had an allergic reaction to a medication that I was prescribed. It was in the evening, so when I called my doctor I had to leave a message and wait for a call back.in the meantime I headed to the hospital. During the registration process my doctor called back and told me what to do. So I told the woman taking my info that I was going to go ahead and leave. She had me sign a release first. A couple of weeks later I received a bill in the mail from the hospital. I called them and asked what the charges were for. The said for being put into a room before I decided to leave. I told them I had not gotten as far as being put into a room, I hadn't even gotten as far as giving my insurance information. They said that didn't matter, I was still going to be charged for a room. That was their policy. I asked if that was written on the release that I had signed before leaving they said no. I asked, since this is their policy, if patients were told that they were going to be charged before leaving the hospital. They said no. How can they get away with billing for a service that wasn't received, and not letting the patient know that they will be charged? This seems like a scam. I refuse to pay this, however I don't want it to ruin my credit either. I'm hoping that someone will read this that can tell me what to do.
