Did not live up to tv ad. Over charged me Did not send the free under the bed shoe cases

The tv ad for under the bed shoe storage had 2 for one if ordered now. I ordered over the automated phone order desk # given on tv. When I received my order I had been over charged and did not receive the 2 for one. I was charged $15.99 apeice for 3 storage chest=$47.97
$15.99 for 1 plus $6.99 for p&s=22.98
$5.99for 3 plus $21.97 for p&s =$38.04 and $5.99 plus $6.99 for another one=$38.94.
I did not request a rush shipment which they charged me $9.99
All 8 storage bags were shipped in one box weighing under 3 pounds
The total bill charged to my card was $132.86.
I have tried calling the Number on the invoice to no avail
