Charging me for products I did not receive

I have ordered many items from the U.S. Mint over the years and subscribe to a number of automatically shipped items. However; there were three items which I not receive but was still charged for at a total cost of over $64.00.

After speaking to various customer service representatives over a period of time, and being told different things by each of them, I finally purchased replacement products and was sent the certification of non-receipt forms that I was told would be sent to me months earlier.

I filled out and sent the certification of non-receipt forms and, approximately two weeks later, received notifications from the Department of the Treasury/United States Mint that my claims for reimbursement were denied because I had not filed them within 30 days of the orders being shipped.

When I spoke with their customer service representative, I was told that I should have notified them that I did not receive the products within 30 days of when I was supposed to receive them.

I told the customer service representative that it was completely absurd that I'm supposed to let them know within 30 days of when I was supposed to receive the products since I had absolutely no idea of when that might be.

I have kept detailed records of everything that transpired along with copies of all correspondence.

All of my other dealings with the U.S. Mint have been quite good and I continue to purchase items from them which do arrive in a timely manner (although they send them to me now via UPS instead of through the U.S. Postal Service).

I am a collector and I know that access to some U.S. Mint products is limited by quantities as well as only for a limited time.

Because of the fact that I am afraid of angering someone in a position to deny me access to future items that I may need to continue and complete portions of my collection, I have been very reluctant to pursue this issue to a satisfactory conclusion. However; right is right and wrong is wrong, and I shouldn't have to be afraid of doing the right thing. I also shouldn't be charged for something I never received.
