Con Edison

I just found out that a lot of people are ripping off con edison by stealing electricity. I reported them to con edison a couple months ago (even gave them names and addresses) and con edison has done nothing. I am a paying customer. I was told the report was being to over to some "revenue" department for investigation. Many con edison workers laugh can they even help customers steal (bypass) electricity. Who else can I call to stop these thieves from stealing? Any ideas.
