Was promised refund, customer service will not give me RMA# so cannot send stuffback!

Sent away for ecurrencyarbitrage.com info pack, stuff was not what i expected, crummy junky stuff, was promised refund in the back of book, called customer service they will not give me Rma# so i cannot return stuff till i can get RMA. Filed complaint with IC3 internet fraud complaint site, am going to call the police in their town, file complaint with them, will file complaint with two differnt tv stations that intercede with consumer fraud, on the air each night. What the heck can i really do to get back my $197.00 can anyone help in this regard? Suggetions anyone// thanks, your truly
