Claiming non receipt of payments

In March of on the way to the airport at 5:05 am I was pulled over and issued a speeding ticket, even though I was the only car on the road. Feeling the fine of 172 dollars to be excessive, I challenged it by mail, as I am not an Arizona resident, and had the fine reduced to 100 dollars, plus a 20 dollar fee. I recieved this information in a letter dated May 12 with the fine due June 12.

I mailed the payment form on June 6 with my credit card information enclosed. On July 11 I recieved in the mail a late payment notice dated July 1 stating I had not paid the court ordered fine. When I called on Monday the 13th, I was told a payment had not been recieved; when I offered to give them my credit card information over the phone, I was told they could not take it and process it, even though the bottom of the late payment letter clearly states that Mastercard or VISA payments may be made over the phone.

It seems to me something strange is going on - by having my original on time payment "disappear" in the mail, and not being able to process credit card info over the phone, I was told I can only resend my payment by regular mail, so I am now subject to late fees as well as the original 120 dollar fine.
