Didn't pay upon completion of work

He claims to be a contractor who doesn't know what he is doing, he just talks the talk. He also doesn't pay when the job is completed. He'll give you a great runaround making you think you are at fault when he's the one at fault. He just looks for reasons to not pay. He had a few companies prior to this and was taken to court. He filed bankruptcy to avoid paying his "investors" the hundreds of thousands of dollars he owed them. Now he reopened with new company names doing the same thing.
