Asc will not work with me for loan modification after three months, i was denied wihtou explanation IOWA

I have been attempting to do a loan modification for over three months with ASC. Was denied the loan modifictaion and was never notified. Then I recieved a letter stating I qualified for assistance for a loan modification to call for assistance. It was an attempt to collect the past due amounts.

Again, I had no help from them. It appears to me that the bank would rather I go into foreclosure than to help. I would like to know who qualifies for the hope for home owners act and who regulates the money that for the help to prevent foreclosure. I cannot get any assistance from the bank and I do not know what else to do.
