Called church and started billing without authorization from proper personnel

On 2/13/09 a telemarketer called my church and talked with the pastor who is computer illiterate and the pastor did not authorize this service. Our church does not have internet service and if we did their are much cheaper means of sending faxes than $49.95 a month.
I also called the company and asked for the charges to be reversed and was told to fax them a written request with all of my pertinent information.
I am notifying AT&T of this incident and wonder why they would be invoved in such a scam.
