Theifs and Liars

I took aluminum to this company to recycle. They told me to "come back tomorrow" to get paid. When I went back they told me they didn't have any money to come back another time. They also won't give my aluminum back. What is so ridiculous about this is that they only owe me $4.50. I have driven there twice already and I know they think I won't follow up because of the amount. This time I can say this truly isn't about the money anymore, but the principle. My kids saved and crushed those cans, and they have been ripped off. The Westmont Police said they have over 40 complaints but that this is a civil matter and they can't do anything. How can this business be allowed to continue operating?
