Delay of return of stolen money

This is an update in response to a rebuttal:
I BELIEVED the ad on TV as presented by John W. Scherer.
I BELIEVED the Excel training DVD would be sent to me for the
mere cost of $6.95 postage.
I BELIEVED I could use it, test it, and subsequently decide whether
I'd like to BUY more of his DVDs.
So, yes, I DID run "Willy Nilly" to the web site and order the FREE DVD.
I did NOT surf the site for more deals or hidden messages. I simply
ordered the FREE DVD as advertized on TV.
In this country, once upon a time, there used to be a thing called:
"Trust in Advertizing" Not any more!
The theft was only the first part. Promising to return the stolen money
gets him off the hook, while he takes somewhere between 2 months and never to return it. WHERE IS LAW ENFORCEMENT?
