Ripoff with stolen card numbe

I had my card number stolen and didn't realize it until a few days ago, because I finally had bank statements reprinted.
Xbillpay.com was on a statement in August and charged me twice once for $1.95 and again for $49.95. I didn't use my card online, but obviously someone got a hold of my card and now the bank can't do anything about it because it's over 90 days and Visa won't do anything about it because it's been over 120 days.
This site is unknown to me and in all honesty, I don't know how they got my card number, but over $50 in cash is gone from my account and now is when I need it the most.
