Credit Card Fraud - Charged $4.99 To My Account Without Authorization

I have seen a lot of reports on here from this particular company. The question is. How in the heck did they get all of our information to start with, and why hasn't anything been done already to stop these people?

I did however get my money back from my Credit Card Company (Visa), and they already knew about this Avant Garde LLC company because of previous reports of charges to other peoples accounts.
