Sent bogus check for $4,918.00 dollars, supposedly to cover fees of Lotto Regulatory Board

Today I received a letter containing a check for $4,918.00 Dollars, with a letter claiming that I have won a lump sum payout of $46,500.00 and that the check in hand was to be used to cover charges/fees for the Lotto Regulatory board. I am a pretty level headed person and realized instantly that this was a scam! First off the letter head gives you a New York address, yet the postmark shows Canada, as well as the stamp, next the check was written by the Wilshire State Bank at 3200 Wilshire Blvd. Los Angeles, California 90010?? Why if this was legit would the company be from New York but mails out of Canada and also bank in California? Keep my winnings confidential? Not likely they do have a P.O. Box address on the envelope P.O. Box 6548 MTL, QC H3V1K4 I am assuming this is their P.O. Box address in Canada. I do not know if this would be classified as wire fraud but I do know that they are definitely crossing state and international boundaries. Whomever falls for this scam will be forever screwed due to the lack of an actual lottery payout.
