Are Scamming Me Out Of A Papillon

I was looking for a Papillon puppy to rescue, and answered an ad, I got an email from Nancy Parker saying she was out of puppies and had a friend Cheryl Gibson that has puppies that she was putting up for adoption. So I email her and she returns my message with pictures of puppies for me to pick out, and saids it will cost $200.00 to ship one to me (it would be coming from Lagos, Nigeria) and that there was lots of people wanting them and to pick one out and, and to Western Union the money to a Anthony Davidson 326 Kings Street, Lagos, Nigeria 23401, next she would email me the next morning and and tell me the airline and flight number and all she would be arriving on... Well the next morning I get the email typed out in all caps that the puppy was stuck in London needing more money to pay for her custom papers. Before I was told that all her records were in order and that she would be seeing a vet to be cleared for transportation.
I have been emailing her and she still claims I will get my puppy but I need to send her more funds $210.00 for customs papers in London.

I emailed Nancy Parker back and told her what was going on and she wrote me back in email in all caps saying that that was her close friend and I would recieve a puppy even if she had to send me one in from a litter she would be having in June. And she also reminded me that I would be getting a refund for the extra money that I had to send, and that she had contacted London and her friend and I would be getting my puppy.

It has been several days now but no puppy it is stuck in London now. This has been such a mess.
