Switching Telemarketed leads for Direct Mail leads... BUSTED! Suix Falls

First a quick lesson:

As an insurance agent one has many different options when it comes to how they choose to find clients. Many buy leads from companies who function as intermediaries. These leads fall into several categories based on how the prospect was solicited as well as the level of effort made by the prospect. For example, an individual getting a call by a telemarketer asking if they would like to be called by an agent is very different than the individual who filled out a piece of junk mail with height, weight, smoker, cell number, best time to call, and mails it back. The former may have said, yes to the telemarketer just to get them off the phone. The latter really wants someone to call them.

Now what happened:

I found the company via a Google search for mortgage protection leads. Called the 1-888-50-LEADS and spoke to a guy named Craig. I was told that I had three options.

1) commit to a set amount of leads at a $38 price and they would do a mailing. The idea is that no leads no charge.
2) do my own mailing pay $580 and get 1000 letters sent out. Expect about 2% return
3) buy overflow leads from the mailing done in #1 at $15 if
