Ripped off on a Kids game site

I purchased 8 mil in runescape game $ through internet gamestock. I purchased it for 31.13 on jan 27 and it was taken out of my account on jan 28th. It is still not availiable on my sons game site. Runescape does not want to account for this, and pay pal will not help either. All the emails and phone #'s i have been given are not correct and get me know where!!! My poor kid is out 31.13 and I want to get his $ back and stop these people for ripping us off!!!
