Can't get payment history

I started Paying off driving tickets i owed to the multomah county in oregon and when i was paying off the tickets after i got a total from multnomah county of what i owed alliance one was telling me an inflated amount.

I had paid them a few thousand and i asked for a report of the tickets it was going to but they can't fax, email they said but they could mail it to me so when they mailed it to me it was a bill of the remaining dollar amount they said i owed which is 800$ more than the total i'm aware of

It never said where it's from or a detailed report it was just the total of what i paid not saying where it was going. This was done on 1 line on the back of the form

Then I called back 2 more times thinking maybe there was an error and they sent me the same bill 2 more times.
