Rip off! They said i won 59,000 dollars and sent me a check

I recieved a notice in the mail with no return address with a canada stamp on it saying i won a readers digest publishers clearing house sweepstakes with a real looking check in the note saying a won 3,100.47 cents which covers taxes and clearence fees for my winnings and would recieve an additional 59,000 thousand dollars after i cashed my 3,100.47 cent check within 48 hours.

The company on the check is premium financing specialist (pfs) the phone number is 514-581-7226 the agents name was jason armstrong i called him 4 times he kept telling me everything was ok and to go and cash the check and call him back the next day to get the rest of the money to me which is 59,000 thousand dollars i was really excited about it and could not believe it so i did my research online and found out it was a scam and i still have the check and the letter saying i won i hope some lawyer calls me and i can sue them for this there has to be some kinda law for giving out bad checks.
