Is a fraudelent ad for skilled contruction workers

I found this ad for contruction services on Graigslist. They have changed the name of their original ad, however the different phone number will take you to the same original scoundrels.
When I called originally called the number, prior to giving confidential information about myself and paying 99.00;someone answered right away and told me there was plenty of work and the company would post my resume on their website after receiving an approval of my back ground check (99.00 including fee to post resume for referrals on their website. I posted my resume and could not even retrieve it for review. Nor could anyone else. No One will answer or respond to my emails or phone calls.
The website is incomplete and information non-existing...
I have a family to support and have been royally burned at a time when I can least afford it!
