Is a bad web site to do a people search because they don't delive

I was looking for a person who is named in a will and the page popped up for me to do the search and it was suppose to be unlimited searches for one year however they couldn't find him and charged me anyway and I know for a fact the he once lived in Florida and owned a home there but each time I clicked on a form to find more info that was on the side of the web page it demanded more money for each search and there is no way to contact the company for a refund and I emailed them but got no responce so I am out my $42.89. I feel so ripped off!!!
