Pop up as computer started looked like real windows page

Started my computer, and a pop-up told me that my computer was susceptible to a virus, that I should run a scan to see, then they tell you that you need this Virus protection, for $79.95. It gets your card information, looking legit all the while, then starts rejecting any information you submit, and the thing never worked for me. Any suggestions as to what a guy does to get his money back?
