Postal service created identity theft and there seems to be no end in site

For the last 5 years the mail I receive has either been opened (if they think there is money in it) or I don't receive it at all (paycheck stubs, etc) I have made one complaint after another and still no help in site. Now my mail is being returned, only work and personal. Nothing has happened to stop this.
